PRE COURSE REQUIREMENTS

Legislation

Article 26 of the United Kingdom Air Navigation Order 2006 as amended allows the Civil Aviation Authority to authorise persons to conduct examinations or tests subject to such conditions, as it thinks fit. The Joint Aviation Requirements – Flight Crew Licensing 1 (JAR-FCL1) Subpart H & I specifies the categories of Instructor & Examiner Authorisation together with the requirements for obtaining and maintaining those ratings & authorisations. Further information is available from the CAA - Standards Document 21. JAR OPS specifies a further need for Examiners in its requirement for the conduct of Operator Proficiency Checks (OPC) for companies operating under a Commercial Transport Air Operator Certificate (AOC).

The categories of Examiner Training courses available are:

For Single Pilot Aeroplanes (SPA)
Flight Examiner PPL SE

Authorisations

FE (PPL)
• Conduct skill tests for grant of a Private Pilot Licence (PPL (A)) or UK National PPL (NNPL).
• Conduct skill tests and proficiency checks for grant, revalidation or renewal of class or type rating single pilot aeroplane (SPA).
• Sign certificates or revalidation in respect of rating revalidation or renewal (Not greater than 5 years).
• Conduct flight tests for the grant or renewal of UK IMC rating included in a PPL or BCPL.
• Conduct ground examinations for PPL written exams- Requires a separate application and authorisation.

FE CPL
• Conduct skill tests for grant of a Private Pilot Licence (PPL (A)) or UK National PPL (NNPL).
• Conduct skill tests and proficiency checks for grant, revalidation or renewal of class or type rating single pilot aeroplane (SPA).
• Sign certificates or revalidation in respect of rating revalidation or renewal (Not more than 5 years).
• Conduct flight tests for the grant or renewal of UK IMC rating included in a PPL or BCPL.
• Conduct ground examinations for PPL written exams- Requires a separate application and authorisation.
• Conduct skill test for grant of a Commercial Pilots Licence CPL(A).

CRE
• Conduct skill test for issue of aeroplane type/class rating SPA.
• Conduct proficiency checks for revalidation or renewal of aeroplane type/class rating SPA.
• Sign certificates of revalidation or Renewal (Not greater than 5 years).

CRE/IRR
• Conduct skill test for issue of aeroplane type/class rating SPA.
• Conduct proficiency checks for revalidation or renewal of aeroplane type/class rating SPA.
• Sign certificates of revalidation or renewal (Not greater than 5 years).
• Conduct proficiency checks for revalidation or renewal (Not greater than 5 years) for the instrument-rating SPA including IMC rating.


CRE/IRR/OPC
• Conduct skill test for issue of aeroplane type/class rating SPA.
• Conduct proficiency checks for revalidation or renewal of aeroplane type/class rating SPA.
• Sign certificates of revalidation or renewal (Not greater than 5 years).
• Conduct proficiency checks for revalidation or renewal (Not greater than 5 years) for the instrument rating SPA including IMC rating.
• Conduct operator proficiency checks (OPC) for sponsoring commercial (AOC) company.

 

COURSES
 

Courses are available for all single pilot aeroplane Examiner categories except the Instrument Rating Examiner and Flight Instructor Examiner. CRE and CRE/IRR courses are available for both public transport and non-public transport operations, including training for Light Turbo Jet and Turbo-Prop – Multi Pilot Operations.

Examiner training for Turbo-Prop operators will be conducted using a King Air B200 Full flight simulator (Level C) approved by the UK CAA for Type conversion training.

Before arranging a course of training for any Examiner authorisation application must be made to the UK CAA for approval to commence training. (Application form SRG/1128). The UK CAA is responsible for the appointment of Examiners and some applications will require an interview or pre course training day.


Pre Course Experience and Qualifications

JAR-FCL1 Subpart I and CAA Standards Document 21 give full detail on the requirements for Authorisation, but for ease of reference the basic requirements are outlined below:

All Examiners i) Hold the licence and rating at least equal to that for which authorisation to test for is required
ii) Have the privilege to instruct for that licence or rating
iii) Be qualified to act as pilot in command of the aircraft during a skill test or proficiency check
FE PPL Have flown 1000 hours flight time as pilot of aeroplanes including at least 250 instructional hours
FE CPL Have flown 2000 hours flight time as pilot of aeroplanes including at least 250 hours flight instruction.

Be successful at the CAA Examiner selection interview (if required).

CRE Have flown at least 500 hours as pilot of aeroplanes. Including not less than 30 hours as PIC on class or the type of aeroplane (including 10 hours in previous 12 months).
CRE/IRR Have flown at least 500 hours as pilot of aeroplanes. Including not less than 30 hours as PIC on class or the type of aeroplane (including 10 hours in previous 12 months) and hold a current Instrument Rating valid on single pilot aeroplanes of the type/class.
CRE/IRR/OPC Have flown at least 500 hours as pilot of aeroplanes. Including not less than 30 hours as PIC on class or the type of aeroplane (including 10 hours in previous 12 months) and hold a current Instrument Rating valid on single pilot aeroplanes of the type/class. Plus additional training for company Operator Proficiency Checks (OPC). Please note that applicants will be expected to produce a copy of the Company Operations Manual – recurrent staff training
NOTE:- 1) Applicants for Examiner Authorisations on multi engine aeroplane must hold a valid instructor rating (FI or CRI ME) and have completed a minimum of 18 hours as a ME instructor.
2) CRE/IRR seeking to conduct IR Revalidations/Renewals in STD/FNPT2 must complete further training and test in the STD to be used.


Examiner ‘Core’ Course


Pre course study and examination is required before applicants start the first examiner course. The ‘core’ course is provided by the CAA and is intended as a self-study and assessment giving the applicant a working knowledge of JAA regulations (JAR-FCL / JAR-MED / JAR-OPS). The course is supported by self-assessment tests and a further check of the applicant’s knowledge will be made during examiner training.

The normal duration of each course is laid down below together with an indication of whether the practical element of the course is conduct in an aircraft or a simulator.

*Note: 1. Conducted using a synthetic training device (STD) qualified as FNPT II - Multi engine piston or Turbo Prop.
  2. Refresher training for UK TRE/IRE lapsed by 5 years or more and wishing to renew CRE/IRR = 1 day course.
  3. In addition a 1-day course is available for inclusion of public transport OPC privileges plus test with CAA FE/Flt Ops Inspector.

Training hours are the minimum hours to reach the required standard for entry to the JAA/CAA Examiner Acceptance Test. Additional training if required will be charges at standard training rate and aeroplane/STD rates.

CRE/IRR Normally conducted monthly (depending upon STD/FMPT availability), dates on request.
Applicants may be paired based upon their requirements for Public Transport or Non Public Transport privileges. Single pilot or multi pilot operations will not be mixed.

Courses are conducted using continuous assessment together with a short entry test (Day 1) and a progress check (Day 3). Examiner Training 21 and CAA will forward Pre course study material.

Every effort is made to complete courses within the specified course period but applicants must be flexible if delays due to adverse weather conditions or other factors outside our control affect completion dates.

Special arrangements may be made to conduct training courses at the applicant’s home base providing suitable (approved) equipment and facilities are available. (see course charges).
