Legislation
The United Kingdom Air Navigation Order (ANO – CAP 393) as amended allows the Civil Aviation Authority to authorise persons to conduct training and examinations or tests subject to such conditions, as it thinks fit. The Joint Aviation Requirements – Flight Crew Licensing 1 (JAR-FCL1) Subpart H & I specifies the categories of Instructor & Examiner Authorisation together with the requirements for obtaining and maintaining those ratings & authorisations. Further information is available from the CAA - Standards Document 21.
EU-OPS specifies a further need for Examiners in its requirement for the conduct of Operator Proficiency Checks (OPC) for companies operating under a Commercial Transport Air Operator Certificate (AOC) – CAA Standards Document 24

Authorisations
FE (PPL)
- Conduct skill tests for grant of a Private Pilot Licence (PPL (A)) or UK National PPL (NNPL).

- Sign certificates or revalidation in respect of rating revalidation or renewal (Not greater than 5 years).
- Conduct flight tests for the grant or renewal of UK IMC rating included in a PPL.
- Conduct ground examinations for PPL written exams- Requires a separate application and authorisation.
FE CPL
- Conduct skill tests for grant of a Private Pilot Licence (PPL (A)) or UK National PPL (NNPL).
- Conduct skill tests and proficiency checks for grant, revalidation or renewal of class or type rating single pilot aeroplane (SPA).

Courses
Courses are available for all single pilot aeroplane Examiner categories except the Instrument Rating Examiner (IRE) and Flight Instructor Examiner (FIE). CRE and CRE/IRR courses are available for both public transport and non-public transport operations, including training for Light Turbo Jet and Turbo-Prop – Multi Pilot Operations.
Examiner training for Turbo-Prop operators will be conducted using a King Air B200 Full flight simulator (Level C) approved by the UK CAA for Type conversion training.
Examiner training for turbine aircraft such as Citation/Eclipse (VLJ) will be conducted in association with Atlantic Training Support.
Before arranging a course of training for any Examiner authorisation application must be made to the UK CAA for approval to commence training. (Application form SRG/1128 – available on CAA website). The UK CAA is responsible for the appointment of Examiners and some applications will require an interview and/or pre training selection.
Pre Course Experience and Qualifications
JAR-FCL1 Subpart I and CAA Standards Document 21 give full detail on the requirements for Authorisation, but for ease of reference the basic requirements are outlined below:
All Examiners shall:-
- 1. Hold the licence and rating at least equal to that for which authorisation to test for is required
- 2. Have the privilege to instruct for that licence or rating (see note 3)
- 3. Be qualified to act as pilot in command of the aircraft during a skill test or proficiency check

Examiner ‘Core’ Course
Pre course study and examination is required before applicants start the first examiner course. The ‘core’ course is provided by ET21/ATS and the CAA and is intended as a self-study and assessment giving the applicant a working knowledge of JAA regulations (JAR-FCL / JAR-MED / EU-OPS). The course is supported by self-assessment tests and a further check of the applicant’s knowledge will be made during examiner training.

Training hours are the minimum required hours but additional training may be necessary to reach the standard for entry to the JAA/CAA Examiner Authorisation Acceptance Test (EAAT). Additional training if required will be charges at standard training rate and aeroplane/STD rates.

Courses are conducted using continuous assessment together with a short entry test (Day 1) and a progress check (Day 3). Examiner Training 21/ATS and CAA will forward Pre course study material.
Every effort is made to complete courses within the specified course period but applicants must be flexible if delays due to adverse weather conditions, equipment or other factors outside our control affect completion dates.
All courses are conducted with maximum of two Training Instructors (Tutors) (except FI training and FE PPL) who will act in various roles and scenarios during training. Courses are interactive, with trainees being required to ‘role’ play in order to establish a realistic training environment.
Special arrangements may be made to conduct training courses at the applicant’s home base providing suitable (approved) equipment and facilities are available. (see course charges).

FLIGHT INSTRUCTOR TRAINING
Flight Instructor courses and associated ratings are conducted in cooperation with The Pilot Training College and Falcon Flight Training Academy. However, the training material and course structure is unique to the programme developed by Tony Kember during his extensive career as and instructor and instructor examiner.

FLIGHT TRAINING SERVICES
The implementation of European Pilot licences, through the Joint Aviation Authority, is about to change to become the European Aviation Safety Agency (EASA). By April 2012 it is anticipated that the EASA document for Flight Crew Licences (EASA-FCL) will become a legal entity and all European member states must comply with the Regulations. All Flight Training organisations offering any form of training for the issue of EASA licences will be audited for compliance with the regulation, and non-compliance may result in cessation of training until corrected.
This change to EASA Regulations will have a significant affect upon many RTF’s, FTO’s and TRTO’s who have operated for many years under the previous UK CAA or JAA requirements. It is likely that many will find that their Operation Manual and Training manuals are not fully compliant with EASA FCL and this may have a significant affect upon their business.
